2.2.4 Canada and Ontario also agree to promote, define and implement identifiable innovative approaches to improve the quality, accessibility, affordability, flexibility and inclusion of early promotion and child care systems, taking into account those most in need. As a result of the recent provincial child development plan and the Canada-Ontario Early Learning and Child Care Agreement, grants are now available for the expansion of not-for-profit child care spaces in infant, toddler and kindergarten age groups. 3.2.2 The extension will allow Ontario and Canada to review and, where appropriate, correct progress and redirect new priorities in future bilateral agreements. Ontario`s early education and child care policy and approach are outlined in their action plan in appendix (Appendix 2). This initiative will also be aligned with Ontario`s plan to reopen child care, which will continue to support children, families, child care partners and employees. 4.1 These contributions are complementary and not those that Canada currently provides to Ontario through the Canada Social Transfer to support early childhood development and early learning and child care in Ontario. 5.1.3 Ontario has submitted an updated action plan for the 2020-2021 fiscal year, as per Annex 2, which updates its investment areas and objectives, as defined as necessary in its action plan for fiscal years 2017-2018-2020. This updated action plan may make changes to program programming and implementation, provided that affordable child care spaces funded by federal assistance continue to be supported to the extent possible, subject to exceptional circumstances. Following the signature of this Agreement by both Parties, updates to this Action Plan will be published. This agreement builds on shared commitments under the Multilateral Early Learning and Child Care Framework and outlines Ontario`s unique child care needs and priorities, including those arising from the COVID-19 outbreak.
It will ensure that this funding remains available to support child care programs and services for Ontario families in 2020-21. 1.1 Canada and Ontario agree that the long-term vision, principles and objectives for early learning and child care, as set out in the Multilateral Framework on Early Learning and Child Care, annexed (Annex 1), will guide the investment of funds made available under this Agreement. 2.2.3 Types of investments include: capital and operating funds for regulated education and child care, bursaries, education, professional development and early childhood care, quality assurance, parent information and transfer, and administrative costs incurred by Ontario in implementing and managing this agreement. 8.3 If a dispute cannot be resolved by designated officials, the dispute shall be referred to the Deputy Ministers of Canada and Ontario, who are most responsible for early education and child care, and if they cannot be resolved by them, the Federal Minister and the Minister of Ontario shall endeavour to resolve the dispute. . . .
